On January 27th, the Taiyuan Municipal Health and Family Planning Commission officially launched the Taiyuan “One Card” project for medical treatment. The first batch of pilot hospitals were Taiyuan Central Hospital, Taiyuan People’s Hospital, Taiyuan Infectious Disease Hospital and Taiyuan Maternal and Child Health Hospital.

The “one card” for medical treatment mainly achieves the three purposes of integrating provincial and municipal medical insurance networks into one network, including registration fees in the scope of medical insurance reimbursement, and outpatient clinics having social security cards for payment. At present, the four pilot hospitals have installed special “one-card” machines, providing six basic services including appointment registration, same-day registration, appointment pick-up, information inquiry, self-service payment, and report printing.

Taiyuan Central Hospital has installed a total of 18 "all-in-one card" self-service all-in-one machines in the outpatient building, emergency building, inpatient building, imaging building, and nuclear magnetic building, which basically meets the needs of self-service for patients in the hospital. Citizens only need a social security card or UnionPay card to register, see a doctor, have an examination, and get medicines. It should be noted that cash payment must be handled manually.

According to Li Xinhua, the director of Taiyuan Central Hospital, the average daily outpatient volume of the hospital is about 1,500. In the past, even though the hospital had 22 manual registration windows, people who lined up during peak hours could still be queued from the outpatient hall to the compound. "Queue for registration, queue for payment, queue for inspection, and queue for medicine... In the past, you had to queue at least 4 times to see a doctor. Now, the time for medical treatment has been greatly shortened, and Taiyuan citizens have entered the fast lane for medical treatment."

The “One Card” for medical treatment is a major livelihood project of Taiyuan City in 2015 and 2016. It is mainly to install 100 self-service all-in-one machines in 10 hospitals in Taiyuan City to facilitate the use of medical treatment by citizens, optimize the medical treatment process and reduce repeated queuing.

The use process of "all-in-one card" for medical treatment

Register on the same day: Insert the social security card and enter the password. After that, enter the mobile phone number to complete the file creation, and you can directly enter the password next time. Six selection buttons appeared on the screen, select "Registration on the same day"-Department-Physician, and you can go to the doctor with the receipt.

Appointment registration: You can make an appointment within six days, click on appointment registration-date-department-doctor-time period (specifically to a few minutes). If something happens on the day of the appointment and you can't come, just go to the window to cancel the number, and the registration fee will be returned to the social security card.

Self-service payment: Take the social security card to the all-in-one machine again, and select the "self-service payment" item to pay. You can go to the inspection or pharmacy to get the medicine with the payment slip. If the patient needs an MRI, go directly to the self-service kiosk at the entrance of the MRI and pay the fee, then go in and do it. After making it, print out the report form on the all-in-one machine, and then go to the doctor.

Appointment to get the number: make an appointment by calling or online, come to the hospital at the specified time, insert the social security card, click on the appointment to get the number, the appointment information will appear on the screen, follow the prompts, you can quickly get the number, deducted is also the social security card Money inside.

Report printing: Just insert the social security card, click "Report Print", the all-in-one machine will automatically read whether there is a report, if there is, it will automatically print. If you don't have a social security card, you can also use "Report Print", just enter the ID number on the medical record book.
